Softlayer, no, but fog supports softlayer, so you should be able to write your own subclass. See the examples here, https://github.com/opscode/chef-provisioning-fog/tree/master/lib/chef/provisioning/fog_driver/providers, for examples using fog with Digital Ocean, Joyent, etc.
