[chef] chef-client installation issue.

Hi guys,

Please help if anyone of you have experienced issue as follow:

chef-client installation fails during bootstrap process due to not being able to create/edit environment variables %PATH% and %SSL_CERT_FILE%.

If I create/edit them manually before bootstrap process, everything works. 

Bootstrapping is being done under Administrator account with all privileges

OS: Wndows 2008 R2 SP1.
