[chef] creating and bootstrapping an openvz container

Hi, I can't figure out why this doesn't work. Hoping someone out there can help me here.

I have a cookbook that creates an openvz container and configures the networking. This is working fine. But then I try to run chef-client in that new container (chef-client is installed in the image) and I get:
ERROR: Network Error: Connection refused - connect(2) ...

I tried using chef-shell and set up a breakpoint after the container is created and before running chef client, the networking is up and running. 
And if I ssh from the recipe to an existing machine and run a knife bootstrap from there on the new container it works fine.

Any ideas?
