 fwiw, specifying the local url seems to work as a workaround for the chef-provisioning issue:

machine "blah" do
    chef_server( :chef_server_url => 'http://localhost:8889')
    run_list ['blah']
end

Ok - I closed the other issue on chef-provisioing-aws.

Confirmed it working with a gem build of chef-provisioning-1.2.0.dev.0.gem
