An updated version of that is here
https://github.com/juliandunn/chef-style-guide though it doesn't
really change anything pertaining to attribute use.

I think this answers the OP's questions, with the exception of
node.run_state. You are right that it's more efficient (and expresses
better intent) to use that to pass data between resources. However,
many people do not know it exists, and that is why they resort to
attributes.
