[chef] Chef Management Console 1.19.0 Release

Hello Chefs,

For those of you who use the Chef Management Console, we release 1.19.0 
this morning.

The main points are a new config to disable org creation from within the 
Management console, fixing the environment drop down on the Run History 
page, and tighter session handling when a user resets/changes their 
password.
