[opscode-announce] New opscode-announce mailing list

We've created a new moderated mailing list for announcements. This
will be a low-traffic list for those who want to be notified about
announcements from Opscode, but don't want the daily traffic of the
Chef user list.

Most of Opscode has been pre-subscribed, but not all. Tell your friends.
