[chef-dev] Chef 10.14.0.beta.3 and whyrun testing.

All of the Chef contributions have been merged to master, excluding
those related to the webui that I'll do after I tinker with branches
shortly. I've released a beta.3 prerelease of 10.14.0 that you can get
from Rubygems.org. There are no Omnibus prereleases, but you can use
the 10.12.0 packages and use /opt/chef/embedded/bin/gem to install a
prerelease inside omnibus.

We need your help testing why-run on your run-lists and your
platforms, so we've create a page with helpful information on testing
and a table for logging what you've tried.

Please poke around and file a bug with a whyrun label if you find
something that you think isn't right. Detailed bugs are the best bugs,
and the best tester is you.
