cannot load such file -- moneta/basic_file

the gemspec of chef 10.16 needs to be fixed (currently no version constraint:
moneta, '~> 0.6.0'

if you are installing from gems use `gem install chef && gem install moneta -v '~> 0.6.0' && gem uninstall moneta -v '>= 0.7.0'`
