What's the policy for contributing to maintained cookbooks? I know I can always fork the repo and issue a pull request, but do I need to file a JIRA issue for the issue I'm going to fix? If so, how do I get it slated for the next code review?

Hoping to find some ways to give back to the community as I build my Chef-fu.
