[chef] Best way to boostrap role on many nodes

Hello. I'm new with Chef. I'm read about chef-solo and chef-client.
My task is: Install specific packages on new server only once. I'm not
need registration to chef-server.

What is the best way to do it? Run chef-client once with preconfigured
token and specific role in run_list or run chef-solo with archive of
cookbooks?
