As mentioned - many of the deps come from EPEL. Following
http://wiki.opscode.com/display/chef/Installation+on+RHEL+and+CentOS+5
+with+RPMs is your best bet.

Ah looks like the the buildroot isn't being set properly. You can either
add 

%rhel 5

to ~/.rpmmacros or better yet use mock to build them. You can adjust
the /etc/mock/epel-5-x86_64.cfg config, add my ELFF repo and you should
be off and rebuilding.
