It sounds like you're doing custom a custom bootstrap, take a look at
http://wiki.opscode.com/display/chef/Knife+Bootstrap
and
http://wiki.opscode.com/display/chef/Knife+Bootstrap
You're describing what the /etc/chef/first-boot.json is used for.
