Disabling unneeded ohai plugins will probably provide the biggest benefit:

You can also experiment with Ruby Enterprise Edition. The changes to memory 
allocation and GC tend to reduce heap fragmentation, which will in turn 
reduce RSS when chef-client is sleeping.
