I am not sure exactly what your problem is but you should take a look at the special install notes for RHEL here:

and make sure you are using the "latest" latest bootstrap cookbooks

the bootstrap-latest.tar.gz is actually out of date last time I checked.

I checked the forum archives and found only one occurence of this issue which seem to be related to gecode but gecode is installed :
