[chef] New sysctl LWRP

Hi everyone,

I just pushed out a sysctl LWRP cookbook that I have been running here
for a while, but I have only been able to test it on centos/osx It
should work on all flavors of linux, but im not 100% on that. Hope
some one else can find it useful.
