[chef] Re: users cookbook: Internal Server Error: Connection refused

Thank you Peter.

Turns out it was the /var/run/chef directory that didn't have the correct 
permissions.. although chef-solr was running. Fixed permissions and restarted 
chef-solr and it's works.
