Rather than try to enforce these things on people, who resist for very
good reasons, we to try do this for them, or at least independently of
them - this isn't the easiest thing.
At the moment we try to add the tag `qa-<version>` when we find a
metadata.json|rb that, is parsable (not all are) and contains version
data.
To do this we scan `git rev-list`.  This is definitely one step we
haven't got 100%.
This revision tag serves as the repo's tar.gz archive filename.
