A few points:

* The server and client versions are not synchronized any more. With Chef 10, we released lots of identical versions of the server just to keep the version numbers the same, and now that client and server are completely different codebases there's no reason to keep doing this.
* The omnibus server packages don't start any services by default. Starting services by default causes lots of people lots of grief, so we chose not to do it. Post install script leaves you a message to run `chef-server-ctl reconfigure` which configures the components and starts the services.

But again I have now downgraded to Chef 10.18.0
to configure systems. May be in a weeks time
