[chef] Spiceweasel 2.2

Spiceweasel 2.2 is now available on Rubygems and GitHub 
(https://github.com/mattray/spiceweasel). I want to thank Mike Fiedler, Brian 
Bianco and Chris Roberts for patches, tickets and feedback on getting this 
release out. Highlights of the release include:
* full wildcard and subdirectory support for data bags, environments and roles
* configuration via knife.rb
* clusters map to environments now instead of tags, since those are not fully 
supported yet
