[chef] Users on Windows

Ohai Chefs,
I'm trying to create some users (taken from a data bag) on a Windows 
2008R2 server, but I'm wondering what is the right way to set the password

In the doc (http://docs.opscode.com/resource_user.html) I found that i 
need ruby-shadow but I wasn't able to install on Windows

Can anyone give me an advice or point to some doc?
