[chef] PostgreSQL LWRPs

Hi all,

I’ve created a couple of LWRPs to manage PostgreSQL. They’re just
wrappers around these CLI tools: `pg_dump`, `pg_restore`, `adduser` and
`dropuser`. 

I’d like to know whether they can be useful to someone else or maybe can
be added to some of the community cookbook. in any case, feedback is very
welcome.
