knife is from /opt/chef/bin on an 11.4 client which makes use of
/opt/chef/embedded/bin/ruby (1.9.3p286)

FWIW, I get the same msxml6.dll error if I login to the Windows box
and run C:\Chef\wget.vbs from a cmd.exe
