[chef] [announce] Changed Backup Cookbook on Community Site

The "backup" cookbook on the community site used to be the one maintained by heavywater. This has now been replaced by https://github.com/cramerdev/backup-cookbook.

Both of these use the backup ruby gem (https://github.com/meskyanichi/backup) and have similar feature sets, but the cramerdev one is more actively maintained and is now the one you can find on the community site. Feedback and pull requests are always welcome.
