Yes, via knife. A simple “knife node” spits out all options for that subcommand, among which:

knife node run_list add [NODE] [ENTRY[,ENTRY]] (options)

knife node run_list remove [NODE] [ENTRIES] (options)

knife node run_list set NODE ENTRIES (options)
