For posterity, the cause was TrustedInstaller owns this file so you have to take ownership before setting permissions. The error message is terrible though.

Hi all. I am getting a strange error from a file resource on windows. What I'm trying to do is add NT rights for a given user on some files and I get a Win32APIError but the output says the command succeeded. See gist for details.
