Where's the right place to go to find out what changes went into a release? For
example, how can I find out what changed between 11.10.0-1, 11.10.2-1, and
11.10.4-1?

According to the blog post for the Chef client 11.12.0 release[1] these two URLs were provided:

To get the information you want you could probably thumb through the blog posts and look at the GitHub tags (releases):
