I think you want to use the prevent_downgrade attribute, as described here: https://github.com/hw-cookbooks/omnibus_updater#prevent-downgrade

Read through the docs and see which combination works for you - like "set version X, leave always_download set to false, set prevent_downgrade to true".

Obviously, test, test, test. :)
