This obviously isn't a canonical answer, but it's the start of a holiday weekend and if you're stuck on testing something a community answer now is better than nothing, so...

If you're looking to see if it will work at all, you can take a look at the omnibus-chef project on GitHub, which is the source code for the process that generates the official Chef installers.  If you have a RHEL 7 image handy you can try building the project on it.

Also, if RHEL7's Ruby environment is new enough, you might be able to get going with just "gem install chef" ... (!!!)
