I think I had the same issue on RHEL 7 with RC5 after I had tried to install
private-chef, deleted that and then installed chef-server-core. I went back 
and
rebuilt the server and it no longer has that issue, but goes on to hang at

 - create symlink at /opt/opscode/service/rabbitmq to /opt/opscode/sv/rabbitmq

The symlink is created, but the reconfigure just hangs.
