If anyone else is running into this: it's likely a Ruby core bug in
some OpenSSL / threading related code:

Workaround: `bundle config mirror.

http://rubygems.org` to bypass HTTPS for bundle-installing gems --
plain HTTP is still working with multiple parallel downloads
