You probably have to tell the domain, not specifying it windows will try with
local account usually. Anyway it's better to be clear about which account you
wish to use (local machine or domain)

Domain, username and password are available only under Windows machine, for a
Linux cifs mount you have to specify it in the options attribute (warning
it's an array)
So something like this should do
Mount '/mnt/shareit' do
Action :Mount
Options
['defaults','user=administrator','password=Xxxx','domain=your_Domain']
fstype 'cifs'
device '//192.168.0.110/C/rpms'
End
I usually prefer the credential file way as it avoid showing the password in
the comman.
A template giving the options (see man mount.cifs for the format)
And a mount resource with in option credentials=/path/to/file
