[chef] Test Kitchen 1.4.2 released

This release pins the net-ssh dependency to < 2.10 because that release does not support Ruby 1.9.3 and Test Kitchen still does.  I opened an issue for deprecating 1.9.3 support at https://github.com/test-kitchen/test-kitchen/issues/806 if anyone wants to weigh in.

I also accepted some bug fix PRs related to API changes in net-ssh 2.10 and now Test Kitchen supports both 2.9 and 2.10.  Hopefully there will be no issues when we decide to update to >= 2.10!
