[chef] Chef 12.4.2 Released

Ohai Chefs,

We released Chef 12.4.2 last night with some upgraded dependencies and several packaging fixes, including RPM5 support:

One big reason we did this was the repackaging should help us with the ChefDK 0.8.0 release due soon :)
