I don’t know what the process is for configuring Ubuntu not to show this 
message (wild guess is that debconf-set-selections might be able to do it 
during installation of the ssh server package). But it looks like this 
message won’t pop up if you use key-based authentication, which would be a 
good idea anyway. Or if you login as non-root and have passwordless sudo.
