My understanding is Chef recipes are ruby DSL so if ruby can run successfully
on POWER/Linux (RHEL) platform then ideally Chef should run seamlessly on this
platform. Offcourse Chef has been supported on most of the Linux flavors.

I successfully ran chef-client on a raspberrypi which is an arm. So chef(-client) isn't depending on x86-platform.
Of course it could be that your flavour of linux isn't matched in the cookbooks (as it is with raspbian), but thats a problem that can also bite you on x86-distributions.
