Nagios can definitely be setup on Openstack.  The QuickStart guide was written for a very old version of the Nagios cookbook and is not very accurate anymore.  I'd suggest not trying to use that until it gets updated for the new cookbook.  Start by reading the cookbook readme file.  It's very detailed and might be enough to get you started.  If you still have questions shoot me an email at "> and I'll see if I ca get you rolling.
