Jasna,Nagios can definitely be setup on Openstack. The QuickStart guide was written for a very old version of the Nagios cookbook and is not very accurate anymore. I'd suggest not trying to use that until it gets updated for the new cookbook. Start by reading the cookbook readme file. It's very detailed and might be enough to get you started. I am a newbie considering Chef. Today I did setup for Nagios3-core on Ubuntu 12.04 LTS server not with Chef but via apt-get.... That is simpler. Also, it offers simpler interface.
