[chef] package resource retries?

Resources have 'retries' and 'retry_delay' attributes.

How do I specify that I want ALL package resource convergences to be retried 3 times if they fail, and with a 5 second delay between each try?

Seems I have to set these explicitly as part *every* package declaration?
