             yes,it is possible to use ip address without use of fqdn name and setup your chef server.

Hi!

At work we want to setup a Chef server but we don't have DNS servers 
that we can touch and so we work with IP addresses. Can the Chef 
server work with an IP address instead of a fqdn?
