I’d actually recommend using IP’s for the chef server, in general. If your DNS is managed from chef, and accidentally fails due to a misconfiguration, it can
be very awkward to get chef-client to run on the messed up DNS server to clear the problem without this.

yes,it is possible to use ip address without use of fqdn name and setup your chef server.

At work we want to setup a Chef server but we don't have DNS servers
that we can touch and so we work with IP addresses. Can the Chef
server work with an IP address instead of a fqdn?
