I figured it out. The blog entry I referenced below was for Chef 11.x. When I dug through Chef's code, I found out that private-chef.rb was deprecated, and now that configuration
is located in chef-server.rb. Adding it there fixed the problem.

I was able to login to mychefserver/id successfully. But when i went to mychefserver/id/oauth/applications I received a "Page Not Found" error.
